Cause: The BinPath in Microsoft.Build.BuildEngine.Engine was set to C:\Program Files\Reference Assemblies\Microsoft\Framework\v3.5\



Cure: The BinPath was changed to C:\WINNT\Microsoft.NET\Framework\v3.5
